PLK Communities Announces New Affordable Senior Housing Development in Norwood

PLK Communities is continuing its investment in Norwood with plans for a new affordable 55+ senior apartment community along the city’s main commercial corridor.

In partnership with Birge & Held, an Indianapolis-based multifamily developer with extensive experience in affordable housing, we plan to develop a 178-unit apartment community at the former Quality Inn site at Montgomery Road and Maple Avenue. This project represents an important step in expanding housing options for seniors and retirees who want to downsize without leaving the neighborhoods they know and trust.

A Community-Focused Approach to Senior Housing

The planned development is designed for residents aged 55 and older—particularly seniors and retirees looking to simplify their living situation while remaining close to family, friends, local businesses, and essential services. By focusing on affordability and accessibility, the project aims to help address a growing need for quality senior housing in Norwood and the surrounding area.

Strategic Partnership with Birge & Held

Birge & Held brings significant affordable housing expertise to the project, having developed and managed communities across multiple Midwestern and Southeastern states. This partnership reflects our strategic approach to development—aligning with experienced partners who share similar standards, values, and long-term vision.

Together, our teams aim to deliver a thoughtfully designed community that balances quality construction, affordability, and long-term sustainability.

Project Timeline and Next Steps

We plan to close on the project in the near term, with construction expected to begin in 2026. The community is currently targeting a summer 2027 completion, at which point it will welcome its first residents.

We’ve been working behind the scenes on this site for several years, including environmental cleanup and site preparation, in coordination with the City of Norwood.
